She wants to runaway where should she go?

ok shes 16 years old and lives in a broken home with an alcoholic stepmother and a dad who's constantly on drugs and has no backbone he lives on his wife's word as if its the bible shes tired of the abuse the pain and the feeling of hopelessness so she packed her stuff up and is living with a friend at the moment but her dad found her and shes so scared that hes going to hurt her and her friend cant help her for fear of going to jail for harboring a runaway where should she go and what should she do?
