Hm well for scene makeup black eyeliner is a must. As for the shadow you should stick to one all over color if you aren't experienced. I would recommend just applying the eyeshadow on your lids and doing a thick winged liner on top. Also line your waterlines if it doesn't bother you. Don't go thick on the lower lash line or else you'll possibly look like a raccoon. As for the shadow color I can't really decide without seeing how they look on you. Usually blue eyes look best with more muted colors (neutrals) as to not compete with the eye color. But just wear whatever color you prefer just make sure to take your time and do the makeup nicely.
