I would like my daughter's estranged husband to pay tuition?

My daughter's estranged husband "disowned" his 17 year old son because he isn't living up to his standard..I sent grandson to Israel to a Kibbutz with his nice friends to get away from the friends who were a bad influence. We are not Jewish though..He loves it and is doing well. I am 71 yr old grandmothe an work 9 to 5 earn 40,000 and have borrowed from my retirement to send grandson.Cost $12,500..His father earns over $150,000. Can I get him to refund this money to me. He is a very selfish person and doesn't like to pay for anything..
